Registration 8:30 AM, Seminar 9:00 AM to 12 Noon.
Lunch 12 Noon to 1:00 PM
Cost for Lunch: $10.00 for RESERVED members. $15.00 for non-reserved
members, nonmembers and walk-in's. Lunch cannot be guaranteed for
non-reserved attendees.

Ms. Biggs is a partner in the Firm and Chairman of the Public Law Practice
Group. She is the designated City Attorney for the City of Banning, the new
City of Goleta and the City of Laguna Woods and special counsel to the
cities of Hemet, Elk Grove, Encinitas and Newport Beach. Ms. Biggs is also
currently an adjunct professor at the University of Redlands Whitehead
Center where she teaches a course in environmental law and at the
University of California at Riverside she teaches a course in the Public
Records Act. In addition, Ms. Biggs has special expertise in the complex
process of incorporating new cities and has authored several articles
related to municipal law.
