Indeed it is, it is still in a state of considerable flux, and I'd suggest
to most of the particiapants in this thread that many very large databases
are far more fluid than you realise. A nightly snapshot will not meet
'full and accurate' criteria, and will itself be a large and costly
exercise.

We have a number of very important unresolved issues facing the RM
profession (emails, and the availability of electronic records across
time, are two that spring to mind). Databases as records is another. I've
seen no satisfactory solutions yet.
