I would suspect that the digitally created records are coming from word processing, spreadsheet, presentation or other desktop type applications rather than from an enterprise sysapp. Coming from a desktop app this makes it a tad more difficult to capture electronically in most office environments. For example an attorney creates an agreement, the final version is printed out for signing, the signed copy is then scanned for retention.
