Responsibilities


Within delegated authority and under the supervision of the Chief, Judicial
Records and Archives Unit (JRAU), the incumbent is required to provide the
following services: 1.Oversees the operations of the records management
function of the Judicial Records and Archives Unit. Develop and maintain
operational and procedural guidelines in accordance with the Directives on
Court Management Section (CMS) and other applicable rules and regulations.
Ensure full compliance with the approved guidelines and procedures. In
conjunction with and in close cooperation with the Court Management
Coordinators and Chief Judicial Proceedings Unit (JPU), oversee the
management [receipt, registration, distribution and filing] of all judicial
records [primarily hardcopy] of the Tribunal. Work closely with the
audio-visual staff, the TRIM staff and the archive staff on matters
relating to the hardcopy of the judicial records. Ensure compliance with
agreed procedures as they relate to information security. Maintain in good
order the confidential storage area. All under seal documents are to be
placed 'under seal' and a record kept of which records are kept under such
conditions. Work closely with the JPU staff in Arusha and The Hague in
reproducing the record on appeal according to Rule 109 of the RPE.
2.Develop the review and implementation strategies in keeping with the
Judicial Records and Archives Unit work plan and in conformity with the
Directives on Court Management Section, for automation of the operations of
the judicial records center Arrange and fully participate in any Unit
discussions on the issues of automation of the processes over which the
incumbent holds primacy. In close cooperation with the Electronic Data
Processing/Management of Information Services (EDP/MIS) and TRIM staff
design, develop, implement and maintain any required databases for
statistical and functional purposes. In collaboration with EDP/MIS evaluate
any user requirements for automated processes to enhance the work practices
of the Unit specifically and CMS in general. Perform regular review of Unit
automation requirements and report on suggested changes and/or
enhancements. Monitor staff work practices. Make recommendations as to
enhancements. Ensure that JRAU staff has the ability to implement any
automation process. This includes making recommendations of the training
requirements of all supervised staff. 3.Maintain any additional databases
that are deemed as necessary by the Chief Archivist or Chief, CMS Maintain
all databases, which assist with workload indicators for budgetary and
general statistical purposes. This will require the incumbent in
collaboration with EDP and TRIM staff to design, implement and maintain
in-house created databases. 4.Supervise all records center staff and any
other employees as delegated by the Chief Archivist Control all aspects of
user services of the records center staff. Act as the first point of
contact for all user inquiries. Prepare evaluations of all staff in terms
of ePAS reporting. Evaluate training needs for all supervised staff. Ensure
the continued functioning of the records center by providing required
resources to staff. 5.Assist in the development and review processes of the
retention and disposal authorities that will be applied to the judicial
records of the ICTR. Undertake analysis of any approved retention schedules
in conjunction with UN HQ Archives staff. Supervise the archives staff in
terms of adherence to the approved UN ARMS disposal authority. Control the
transfer of records to the United Nations Archives and Records Management
Section (UNARMS) Produce user manuals on the work processes of the archival
functions within JRAU. 6.Assist in the provision of in-house training to
all ICTR staff on issues relating to information management. Actively
participate in designing, reviewing and presenting ICTR-wide training
session on information management in a legal environment. Be the first
point of contact for all inquiries from ICTR staff on training needs
requirements with regard to records and information management.

                              QUALIFICATIONS


Education


Advanced University Degree in Information / Records Management, knowledge
of modern records management practices in an international judicial
setting. Knowledge of computers [MS Word 97+, Excel Access and Lotus Notes
v.5+] as well as the contemporary recordkeeping software application TRIM
[v.4.2 Captura and e-Drawer] is required.


Work Experience


A minimum of eight (8) years working experience in this field, of which at
least 4 years should be in a legal or judicial setting. Two years
experience with the United Nations or another international organization an
advantage. Must have full operational grasp of UN archival policies and
procedures as followed by UN HQ Archives & Records Management Service.


Languages


English and French are the working Languages of the International Criminal
Tribunal for Rwanda (ICTR). Fluency in English required, knowledge of
French an asset.


Other Skills


Must have very good supervisory skills, demonstrated communications and
client-servicing skills and ability to maintain good relations within the
working environment.
