Subject: Consultancy request for expressions of interest - Feasilbility
study ICTR


The International Criminal Tribunal for Rwanda [ICTR], a United Nations
criminal court, wishes to engage the services of a qualified consultant to
undertake the feasibility study of a remote electronic filing system.

We wish to assess remote filing systems already in place in judicial
organisations to examine the technical processes involved and investigate
whether a similar system is feasible for the ICTR.  In brief, the system
will be integrated with the current recordkeeping system at ICTR [TRIM].
All aspects of legal requirements and the statutes of the ICTR will be
taken into consideration. The ultimate goal is to allow the parties to the
proceedings to file judicial records out-of-hours and from anywhere in the
world. Other outcomes of the consultancy will be full documentation and CBA
of possible ways ahead.
