The Canadian Institute for Health Information (CIHI) is an independent, pan-Canadian, not-for-profit organization working to improve the health of Canadians and the health care system by providing quality health information. CIHI's mandate, as established by Canada's health ministers, is to coordinate the development and maintenance of a common approach to health information for Canada. To this end, CIHI is responsible for providing accurate and timely information that is needed to establish sound health policies, manage the Canadian health system effectively and create public awareness of factors affecting good health.

Health Information Specialist

CIHI is responsible for over 20 healthcare related databases that are used to inform Canadian healthcare policy. The CIHI Data Dictionary (DD)  project is mandated to define and standardize the data elements contained within each data holding. The incumbent will oversee the necessary research required, will act as the primary Application Administrator for the posting of the data element definitions on a web-based Data Dictionary application, will develop the parameters and lead in all analysis and project development activities in collaboration with the Project Manager, and will provide direction for the Analyst.  Activities will include: acting as the primary resource for internal stakeholders and data holding representative liaisons with Analyst and Project Manager; participating in the development of the DD Application and the creation of ongoing processes that will be developed towards the maintenance and updating of information on the Application; assisting with the creation and development of communication and education strategies, report preparation, a toolkit and future iterations of business cases, and project charters for future Phases of the Data Dictionary; assisting with the day to day Data Dictionary operations and management; and acting as the senior support person for the Data Dictionary infrastructure, team, and the standing committees.

                                 
Knowledge and Experience
 
*         Masters degree or equivalent education/experience preferably in health information, computer science, or related field.  
·         Three to five years experience working with healthcare related databases, specifically with maintenance and the analysis of information.
·         Knowledge of data elements, standards, classification systems and databases used in health preferred. (examples: Discharge Abstract Database; National Ambulatory Care Reporting System; Clinical Registries; Health Human Resources) 
·         Strong proven writing skills - particularly experience with business case and project plan development
·         Experience in administering databases and the use of the following software applications; MS Office (Access, Outlook, Word & Excel), (strong excel knowledge is an asset) MS PowerPoint, MS Project.
·       Understanding the uses of SQL-Server and Oracle an asset.
·         Demonstrated interpersonal, facilitation skills, as well as customer relations experience an asset. 
·         Ability to communicate effectively and present material to an audience
·         Fluency in both official languages is an asset.
·         Ability to fulfill travel requirements which may initially be limited but could evolve into pan-Canadian travel.
