Doug makes some excellent points.  My last client was a major FL state
agency who were required to publish their minutes and other public records
electronically (on their website), and, for certain other records that were
requested by John Q. Public, redact confidential, proprietary, or sensitive
information from the record before releasing it.  It was a costly effort
that took up a lot of time to complete, although the new scanners that
Records Management bought for some departments at least made the redacting
process somewhat easier for older records on microfilm.

As it is the price of doing business as a state agency here, the leadership
of that particular agency is to be commended for providing the resources to
conform with state law.
