John,
Can't speak for any other agencies (with one exception) but the problem
may be that such classifications just don't exist.  I have been trying
for fifteen years to get my folks classified into "records" related
classifications without any success.  I believe that I am the only
employee in the three state universities that has "records" in their job
title.  The way it's done here is just to put everyone into broad
functional categories (e.g. Office Specialist or Warehouse Servant,
etc.) regardless of specialized knowledge required for records related
job activities.  I believe that it was only within the last year that
the state records division was able to get two positions actually
classified as "records" positions.  I don't know how broad this problem
is, but it certainly limites one's ability to financially reward
employees for specialized records knowledge.  Maybe that's the point.
