A facit of how to improve public records management at Boston
city hall would be proposing that there would be the overall savings
for our city
. by creating positions for competent
  public records managers,
  public records administrators,
  archivists

. by proposing ever greater ease of access increases efficacy,
  efficiency in municipal practices that rely on information in
  municipal public records.

. by establishing municipal public records management training
  at city hall, at our public library department.

. by encouraging competition among records managers, encouraging
  critique of records management practices for Boston that people with
  the best qualities of the professions standards, guidelines and
  ethical practices are recruited for municipal government public
  records management.

a. For those who instruct, have you given attention to municipal
   public records?

Regrettably, the rewards in municipal public service are not
remuneration. The challenges in municipal public service are
difficult. You get blamed for what went awry. Not noticed for good
developments you foster.

b. Have the American Society of Access Professionals
   http://www.google.com/search?hl=en&q=%22american+society+of+access+professionals%22
   enunciated ethical principles more effectively than
   ARMA International?...
   http://arma.org
   regarding
   . municipal public records
   . FOI freedom of information
   . sunshine open public meetings' documents
   . open government

Compare, it remains whether practices of the respective professionals
from either ASAP or ARMA training programs are equal
or one more effective than another.
