An inch is an inch is an inch (remember the inchworm and the marigolds).
Same number of pages will fit in one inch regardless if in a drawer or
on a shelf.  As for how many may fit in a drawer or on a shelf, I once
again offer the average statistics I've used for years -
        Approximate number of sheets per inch - 175
        Average number of 3" X 5" cards per inch - 100
        Approximate number of sheets per letter size drawer - 3675
        Approximate number of sheets per legal size drawer - 4200
        Approximate number of sheets per letter size 4' shelf - 5635
        Approximate number of sheets per legal size 4' shelf - 6300
As I've said before, the average numbers have been suprisingly accurate
for estimation purposes.
