The issue goes back at least as far as 2003.  Check out the provincial
Chamber of Commerce policy document recommending legislative changes to
allow utilities to pass info onto law enforcement agencies at:

Does anyone know anything about the BC Police/RCMP wanting the BC
utilities to give them customer information on people that they believe
to have grow ops?  I can't find it by searching the news, but I heard it
was on the news this weekend.
