regulation to manage on a day to day basis that goes above and beyond
the standard corporate sector.>

Not so.  Many are Government - Municipalities or Regional.  Water
utilities are a different breed than petroleum/energy.  I think
Utilities should be its own selection, with a possible further breakdown
as Corp/private or government.  There is a great disparity in salaries
between the two.
