I believe I would check with your state attorney generals office to see if
they have a web site to make a formal complaint.  It would be my guess that
you are not the only person who has a complaint.

Also, someone in the telecommunications, if this industry is regulated, may
have a legal citation (federal) on how long complaints are suppose to be
retained.

I've also, in the past, found the HQ and the name of the President/CFO
(whoever is at the top) and wrote a nice letter (and I mean nice) outlining
my problems with their network.  It may jar a couple nuts loose...
