No lengthy response other than that we should also consider comparable
company data in developing retention schedules. Never, of course, should they be
adopted per the reasons well discussed, but general practices can some time be
put to good use. I'm certain that many consultants out there have, for
example,  done a utility authority study and used their findings for studies in
other  similar operations. Never be a copycat, but put all resources to work.
There is  always the "best business practice."
