I think you could apply this to the public sector as well.  Here in San
Diego, for example, our city is facing a financial crisis that rivals that
of some of the corporate scandals that have made the news.  So far, six
officials have been indicted and others may follow.  We also have two
councilmen on trial for what is known locally as "StripperGate" - they are
accuse of taking bribes for votes on a city ordinance.

In my MBA program, ethics is a discussion topic, including the review of
some case studies, although I would probably say is not addressed enough.
I know some of the major MBA programs are requiring a course or seminar in
ethics, with mixed success.  The problem, as Bob points out, is that some
individuals will throw ethics out the window to suit their needs no matter
what profession they are in.
