BINGO! Training is part of the overall solution. Until technology
solution is developed continous training is paramount. Combine it with
regular internal audits and slowly but surely employees will comply.
Make compliance a part of a department's MBOs. If your company has an
annual bonus program, find out how you can make RM compliance a part
of that program.  So what do we have then

1. Train the employees on a regular ongoing basis - use computer based
training (easier tracking of who took the course and who didn't), make
the training compulsory that way no one can say I didn't know.

2. Audit for compliance. Signing a forrm or responding to an email
doesn't mean an employee or department is truly in compliance. Have
the internal audit department conduct the audit, report the findings
to the board

3. Reward the employees who are in compliance - in the old non-PC days
it was called behaviour modification. if your organization has a
rewards program or an annual bonus then tie compliance to it.


it's not fancy, and it won't work overnight, but over time folks will comply.

It's like eating an elephant - you do it one bite at a time
