It's a combination of costs from equipment and filing supplies as
well as space.  As the courts move to accept "normal" size paper, the
costs of more specialized sizes will, I believe, will go up
further.  Someone who remembers more about ARMA's Eliminate
Legal-size Files may recall more detail.
