Bill, Ginny, et al: If I remember correctly, (my brother), You'll
understand Bill...introduced the ELF
program in Boston at the ARMA meeting in October 1980....I am not aware
that the original pamphlet, of which I have a copy...(duplicated on a
copier) indicates it as Copywrited...The pamphlet consist of 16 pages,
and of course was published by ARMA at the period...The 1991, copy may
have a copyright, but I wonder how that was obtained.....and more
importantly why? I never had a copy of the 91..
As for the Court System, I believe its only been accepted at the
Federal Level...Believe Municipal and District Courts at the State
Level, have not made this a requirement...May be wrong, so correct me if
anyone is certain...Also believe ARMA never really was able to get
buy-in other functions - eg: Real Estate, mortgages, insurance,
engineering, medical.and so forth..

Just a note of caution. The 1991 publication "E.L.F. = Eliminate
Legal-size Files" ARMA International Guideline for Records and
Information Management, is still covered by copyright. It was not a
free publication, but a product of the ARMA standards program.
