A couple dynamics here.  RM managers' and and IT managers' salaries are
based on how well they have mastered their domain.  RM and IT managers
look to a gigantic computer industry for solutions.  It all results in
turf wars and constant pressure to throw money at new solutions.  But
you can't blame the computer industry for taking your money for their
services--you have to understand their motivations.  If you're shopping
for a new system the first person you talk to is a salesman.

The good news is we are evolving toward an environment where RM and IT
can work together to enhance business processes, not just computer
hardware and software.  Every year we put more of the infrastructure in
place.  One example is the fact that IT is now wrestling with records
retention questions, something they had no time for when they were
debugging the network.  In spite of our screwups we are moving toward
the day where RM and IT truly coordinate to shield the business people
in the front office from having to think about how computers and
databases work.

I've also noted that there is a substantial bias that RM staff have for
records management based solutions.

When we talk about "IT-based" or "RM-based" solutions, are we talking
about ownership, or methodology, or both?

What would happen if RM staff had a substantial bias for successful
IT-based solutions?
