Good morning!

I'll apologize up front if there have been changes in recent years, and I
breach some new rule of etiquette.  However, it's been at least 3 or 4
years since I participated in this list serve.

I'm Rosalie Stremple from Cleveland.  I work for KeyBank, and was once a
very active member of ARMA (former RVP, when they had RVPs) and this list.
In recent years, my job took me in a different direction, however, I've
never forgotten what I learned from participants in both ARMA and this
list.

In July, 2004, our bank went "live" with an eSignature process for our
private label student loans.  We're beginning a project to expand use of
our eSignature process and , yes, create original documents in electronic
format for other products. (I just saw the posting re indexing electronic
records, so I see that topic is still around after all these years!)   I'd
be happy to share info re the process at some time if anyone is interested.
However, to my question today:

I'm trying to find out the status of the county government in accepting
electronic filings, specifically those with esignatures, for filing
collateral liens.

I've discovered that vendors offering solutions to the county agencies
suggest 4 levels of documents.  Briefly, and with little detail, those
categories include:
      Level 0:  paper documents, no electronic filing, traditional signing
method
      Level 1:  paper documents, scanned or faxed, traditional signing
method
      Level 2:  paper documents, scanned or faxed, with electronic indexing
provided w/ the document, traditional signing method
      Level 3:  electronic documents, never in paper format, with
electronic indexing provided w/ the document, and eSignatures.

My question:  can anyone direct me to a source/sources where I can find a)
standards for acceptance of the level 3 documents   and b) which counties
are capable of handling level 3 documents?   (I know several years ago, due
to funding issues, many county agencies just didn't have funding to invest
in technology to deal w/ erecords)
