Its good to see you back on the Listserv!  One great source of information
for you, is the Property Records Industry Association (PRIA).  The PRIA web
site is:  http://www.pria.us <http://www.pria.us/>  .  Their focus is
specifically related to property records.



A couple comments for your information:



(1)        Level 1 documents are relatively "low tech", and in filings with
county agencies, these provide primarily an "electronic courier" service,
where the lenders and title organizations scan documents and transmit them
electronically to County Recorders/Clerks/Registers of Deed.  The best
examples of counties that are making the best use of Level 1 Recordings are
Orange County, California and Maricopa County, Arizona.

(2)        Level 2 documents, since they include index information bring a
higher level of automation.  However, for banks that do business in multiple
jurisdictions, the important loan documents present some difficulties in
that indexing rules and standards (where they exist)often differ between
counties within a state, and often differ between states.  I've not seen
many implementations of level 2, although Davidson County, Tn. Is working
with a vendor on that now.

(3)        Level 3 documents are primarily used for documents that don't
require signatures. Reconveyances and liens (especially
government-to-government documents like tax liens).  I've not seen a
tremendous movement toward level three outside that fairly narrow range of
documents.  However, it does offer promise, in that information can be
captured by counties includes both the "image" of the electronic document,
and the index data.



The two primary vendors pushing level 3 documents (to county governments and
to lenders) are ACS and InGeo.





You'll find a wealth of information on the PRIA site, and you may wish to
note that there are a number of Title Insurance Underwriters among PRIA's
members, as well as Lenders, Vendors and County Government organizations.
The most recent PRIA meeting was in Honolulu, Hawaii in mid-July, and the
next meeting will be the mid-Year meeting in Washington D.C. (probably in
the February - to - March timeframe).
