DESCRIPTION OF WORK
The classification of this position is pending official approval. Purpose of
position is to oversee, supervise, and assist with programs and activities
in Archives and Records Section including: oversight of Outer Banks History
Center (OBHC) in Manteo; assist section digitization and electronic records
initiatives; budget oversight and management; grant writing and
administration; writing and editing publications; oversee accessioning;
supervising three staff members, interns, and volunteers; and serving as
liaison to support groups. Position will participate in and help implement
division, section, and branch planning; prepare necessary reports; and
handle special assignments as requested by state archives and records
administrator. Job directly supervises an Office Assistant IV, an Archivist
II, and the Curator of the OBHC. Position works closely with State Archives
and Records Administrator and supervisors of other branches, in digitization
and electronic records planning and management. Occasional overnight travel
required to visit OBHC. Serves on project teams and committees. Occasional
Saturday work in State Archives Search Room required. For internal purposes,
met ESC requirement as of 7/28/05.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of N.C. History; ability to conduct in-depth research
using primary and secondary sources; experience in archival digitization and
electronic records including knowledge of software, hardware, and accepted
archival standards of description(EAD, HTML, XML, and the LC rules of
cataloging; demonstrated ability to supervise lower level archivist engaged
in accessioning, appraising, arranging and describing, and providing
reference service for permanently valuable records; extensive knowledge of
principles and practices of archival administration; thorough knowledge of
laws and regulations pertaining to public records; ability to organize,
plan, and implement modern archival practices, especially in area of
technology; demonstrated experience in writing and managing grants; ability
to communicate effectively orally and in writing; and ability to establish
and maintain effective working relationships with other employees and
general public. Certified archivist (CA) or certified records manager (CRM)
preferred. Valid N.C. Driver's license is required.

TRAINING AND EXPERIENCE REQUIREMENTS
Graduation from a four-year college or university with a major in history,
library science, or a related social science and four years of progressive
experience in archives and records work, preferably with one year in an
advanced, specialized or supervisory capacity; or an equivalent combination
of training and experience.

Prefer additional directly related education, training, and experience as
specified in the description of work and knowledge, skills, and abilities
