Look very closely at how it's done in other companies that are in your
industry.  Not that they're necessarily right, but dropping those names
and numbers will lend you credibility.

When you make your recommendation make sure you're comfortable with it
and you really do need those numbers.  You'll look better if you can
show all your staff is hustling as opposed to needing to scare up work
for them.  For the next several years you can revisit the subject at
budget time until you have the right balance.
