Our local newspaper usually puts out a supplement at the beginning of hurricane season that would be well-suited for such an article.  Our Cooperative Extension Service printed a brochure last year after Ivan about cleaning up your house; it had some info on salvaging household paperwork.  Something like this could also be published for small businesses.  The concept of records management is still little-known in our area, so such information could really be helpful.  

Carol's heart was in the right place.  Discussions like this will eventually result in concrete and practical avenues of action.
