Of course, a non-trivial part of home cost is the value of the lot. This
value includes the land, the location, view, etc.
Here in SoCal, a home might be bought for $250k or more, simply to tear
down and rebuild on the lot.
When rebuilding, the lot is already present. There will be more or less
teardown cost (bare slab may or may not be useable).
I guess that most buildings that were flooded _at_all_  are at risk for
mold and mildew, and may need to be gutted or razed and rebuilt.
Not fun...

In the comments on flood insurance, there was mention of folks with
million-dollar
homes with the implication they only bought 250K flood insurance. Federal
flood
insurance is capped at 250K; you can't buy a higher amount from that
source.
One
problem is even if you had a home worth less than 250K, it might cost in
excess of
that to rebuild it, given that locally our prices for concrete, wood, etc.
increased
rather strongly after Hurricane Ivan last year destroyed 4,000 homes or
more
in the
Pensacola area.
