Whatever answers we all end up submitting, let me say that this is an interesting idea. I have long held that we need for now to note the "medium of record" so that those who have a copy in another medium know they have a copy. This is a far cry from a "system of record" that would have to be retained in order to "read" the document and provide the appropriate metadata. When databases are retired, they are often retired with the entire hardware and software systems associated with them and then maintained until the organization is satisfied that everything that needed to get to a new home, did. I heard one VP of IT suggest that the entire system with its database and data was a "document" that was a record needing retention. I could not disagree.

I will be interested to hear my colleagues other ideas.
