This position is a permanent position in the competitive service.

SALARY RANGE: $58,396 - $105,111 per year
The salary range above includes 8% geographic differential pay.

AREA OF CONSIDERATION: This announcement is open to the public. All

In accordance with the Veterans Employment Opportunities Act (VEOA) of

MAJOR DUTIES:

Develops and implements policy and procedures for OCC records
management, and helps to assure that the OCC records management program
operates in compliance with NARA, OMB, Treasury and OCC requirements.

Advises OCC units on arranging and keeping records in a manner
consistent with sound recordkeeping practices and federal records
management requirements. Provides assistance to records coordinators
with unit records management programs to assure compliance with OCC
policies and procedures. Coordinates a network of records coordinators
and leads other records teams.

Stays abreast of latest technologies and best practices in records
management and evaluates their feasibility and usefulness for
application at OCC. Experience with electronic recordkeeping systems
preferred. Makes recommendations to assure continuous improvement in OCC
records management processes and procedures.

Provides training to OCC staff and records coordinators on records
management policies and procedures. Analyzes records to identify their
legal, administrative, and fiscal usefulness to determine appropriate
retention period. Develops records schedules for submission to NARA.
Evaluates records programs and assists programs to implement recommended
improvements. Conducts presentations and briefings on records management
issues to different levels and a wide range of employees.

Performs special studies and analyses of specific records management
issues and problems, evaluates alternative solutions and approaches, and
makes recommendations for the Records Manager's consideration. Prepares
reports of findings and recommendations.

QUALIFICATION REQUIREMENTS:

This position requires one year of specialized experience equivalent to
the next lower pay band, NB-IV.

Specialized experience is experience that equipped the applicant with
the particular knowledge, skills, and abilities to successfully perform
the duties of the position and is typically in or related to the work of
the position to be filled. Examples of specialized experience include
developing, implementing and maintaining an agency-wide records
management program as well as developing and implementing policy and
procedures for records management.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of the theories, principles, practices, techniques and
technologies of records management and information science.

2. Knowledge and ability to develop and implement programs and
procedures that support an agency-wide paper and electronic records
management program.

3. Demonstrated effective communications and analytical ability by
developing and writing analytical papers, reports, and procedures to
support and enhance the management of organizational records.

4. Ability to communicate effectively verbally and in writing.

5. Ability to develop and deliver records management training

the requirements of the position to be filled.
