I would say there is a lot of churn. I have the impression that many of
these are "quick hits" by organizations needing to address some immediate
compliance issue, or having a similar short term need. I've seen
opportunities lasting  less than six months referred to as long term. I have
worked for five companies in as many years. No performance issues-- just
contracts ending, project funding cuts, and the thousand other cuts that
contracing is heir to. It does lead one to look over the shoulder as well as
at the screen.
