THE AGENCY
As a constitutional officer and a statewide elected official, the
Secretary of State is responsible for the oversight and guidance of the
Archives Division, Audits Division, Business Services Division,
Corporation Division, Elections Division, Information Systems Division,
Human Resources Division and the Secretary serves with the Governor and
the State Treasurer on the State Land Board.

THE DIVISION
The Archives Division, established in 1947, houses, identifies,
preserves and provides access to the permanently valuable records of
Oregon government.  The Division provides records management advice and
assistance to all levels of Oregon government to facilitate the prompt
disposition of records that lack continuing value and to enable
appropriate selection of record keeping media.  The Division operates
the State Records Center for storage of state Agency records and the
security Copy Depository for secure, climate-controlled storage of
microfilm from state agencies and political subdivisions. The Division
also publishes the Oregon Blue Book.

THE POSITION
This position is classified in the State's Executive Service, serving
at the discretion of the Secretary of State.

The position directs the administration of the Division's four work
programs:  Reference, Records Management, State Records Center and
Publications.  The primary purpose of this position is to provide
overall direction for these programs and to serve as their advocate with
elected and appointed officials, users and the general public.  The
State Archivist develops legislation and regulations to support these
programs and monitors policies, procedures and performance to make sure
that the Division is successful.

The State Archivist evaluates the quality of services offered by the
Division by analyzing performance measurements and other data by
conferring with staff and by reviewing information from users to
determine problems and implement necessary changes.

The position maintains Oregon's liaison with federal records programs;
participates with allied organizations on matters of mutual concern;
serves as contact for similar programs in other states.

The State Archivist participates as a member of the Secretary of
State's executive management team, which sets the mission of the agency
and plans the long-range strategies and objectives for all functions of
the agency.

The position performs all supervisory functions, directly and through
subordinate managers.  Includes hiring, firing, training, planning,
assigning, prioritizing and reviewing work, evaluating performance,
implementing disciplinary action and responding to grievances.


SALARY AND BENEFITS
The annual salary range for this position is $64,008 - $94,284.
Effective December 1, 2006, there may be a 2% cost of living increase.

The State of Oregon provides an attractive, cafeteria-style benefit
plan, which includes an employer contribution toward a variety of
medical and dental plans covering employees and dependents; options for
life insurance, long and short-term disability insurance, accidental
death, disability coverage and long-term care insurance; and a deferred
compensation plan.  In addition, there are nine paid holidays, three
days of personal leave and monthly vacation and sick leave credits.

QUALIFICATIONS AND DESIRED ATTRIBUTES
You must have:

·       A Master's Degree in history, public administration, archives
and records administration or related field.
·       Six full-time years of management experience that includes
responsibility for: a) developing program rules and policies, b)
development of short and long range plans, and c) program evaluation and
budget preparation.
·       Five full-time years experience as an archivist, which can
overlap with the aforementioned six years of management experience.
·       Effective oral and written communication skills.
·       Experience establishing and maintain effective working
relationships with superiors, subordinates, peers, other agency
representatives and the public.
·       Ability to foster a customer-driven, quality-focused
organizational culture.
·       Ability to manage change in an organization.

A candidate with a Bachelor's Degree in a relevant field, and ten
years relevant experience, of which five years must be experience as an
archivist, may also be considered.

actions, which specifically demonstrate your possession of the

following categories:  supervisory, peer, subordinate and professional;
and
