If you scan JPEG 2000 is one option, we use DjVu.  File sizes that are
unusable in PDF or TIF are reduced to a fraction of their original size.
A couple of examples include a 2 page document scanned in 24 bit color.
PDF is 7.6 MB, TIF is 1.5 MB, DjVu is 44 K.  Large format drawings and
photographs provide similar results.  Documents up to a GB in size are
reduced to under 1 MB.  Couple the storage savings with the improvements
in viewing and you have an unbeatable combination.
