This is along the lines of the other email thread about archiving emails
forever.  Seems like people have generally accepted the need to deal
with destroying records as part of their routine.  Now they're being
asked to do the same with email and it strikes them as way too
time-consuming.  Email in the early days took off like a house afire
because people loved its convenience.  A case of technology delivering
exactly what they wanted.  As with other technology breakthroughs, some
of the downsides are not recognized or accepted for years.  The chickens
have come home to roost.

It's a dilemma.  A good percentage of emails are records and records
need to be retained and then destroyed.  The best cure I can think of
would be to have the email program force the user to declare record or
non-record upon creation.  That way if they don't think it's worth their
time to deal with the records management aspect of their e-mail message,
there are always alternatives:  telephoning, talking in person...

e-mail content and set an appropriate retention?  How would attachments
