It may not be a contest, but it was a joke in inexcusably bad taste,
although I doubt Steve intended to insult anyone affected by Katrina,
Rita or Wilma (and whichever other natural disasters I may have
overlooked).

There is enough blame to go around. The lack of coordination between the
local, state and federal governments were clearly responsible for the
extended (after the storm) suffering, although no one could have been
completely prepared for the magnitude of the damage.  On the other hand,
I am so proud of the response from people everywhere that rallied to the
aid of the Gulf Coast and - let me brag on the hometown - Houston
especially stepped up to the plate and met the need for aid and shelter
head-on, as did all of Texas....
