Did the legislation state that SSN's could not be used for
identification or did it state that entities could not force users to
use SSN's for identification for any purpose other than Social Security?
I have a statement on my SS card that says the card is not to be used
for identification purposes. However, if I recall, that statement was
added sometime after the program started.
