Peter and All,

    It was the Freedom of Information Act that legislated the non use of SSN
numbers as unique identifiers, but it only applied to Government agencies.
They wanted the public section to comply and threatened with legislation if
they did not,  but there was no penalty in the public sector as the law was
written.

what I find interesting is that the original legislation stated that
SSNs could NOT be used for identification purposes. I wonder at what
point in time the legislation was changed OR did folks just ignore the
law. When I moved to Virginia I knew that I could ask for a non-SSN
based driver's license number. Interestingly enough my wife
encountered a situation at a store several years ago when she tried to
pay for a purchase with a check. The POS required that the SSN be
entered from her drivers license, only one problem, her license like
mine did not use SSN. The system was not setup take a non-SSN
identifier.

As for colleges and universities, thirty years ago my alma mater used
an alpha-numeric identifier. I guess they were advanced for their
time.
