Since many states have similarly named counties, my order of filing
would be:


Florida.  Leon County.  Welfare Department.

Texas.  Dallas.  Parks Department.

U.S.  Government.   Treasury Department.   Internal Revenue Service.


I can't point to a specific set of filing rules for this but typically in
archives, you
proceed hierarchically.   So these are from highest to lowest.   Librarians
can
typically add brackets to an item...which means the editor has inserted
something
that was not there....so if a book title was misprinted, you might add
Gone [with] the Wind to make it correct.
