A small point regarding item 1.  The official name is the Department of the Treasury, not Treasury Department.

There actually was a legal case in which the plaintiffs argued that they could ignore a summons in a tax case because the IRS official "incorrectly" referred to his acting on behalf of the "Treasury Department."  See
http://caselaw.lp.findlaw.com/scripts/printer_friendly.pl?page=7th/013750.html .  The plaintiffs argued that was different from the Department of Treasury mentioned in statutory language.  Clever but no go.

The Department itself lists "Treasury Department" as an incorrect rendering.  See item under Miscellaneous at
http://www.irs.treas.gov/irm/part1/ch08s03.html .  Of course, that guidance is geared toward departmental employees preparing formal correspondece on behaf of the department.

How nitpicky you have to be depends on where you work and what the context in which you are using listings.  I'm not a RIM expert so I don't know whether this matters in your community.  Just thought I'd mention what we Feds are used to seeing in correspondence, source notes, bibliographic listings, etc.  If this contradicts anything you've been taught, feel free to ignore it, LOL.

Hey all-  I need a little help regarding gov't and municipality names and filing order.  I understand that anything federal the first three identifiers are United States Government but with state and local how does that work?  We were given the following three in a test (which I bombed) and I want to see how you would classify them and the rules.

1. Internal Revenue Service
Treasury Department
United States Government

2. Parks Department
Dallas, Texas

3. Leon County Public Welfare Department
Tallahasse, Florida

The instructions were to identify the key unit, second, third and fourth units and then place in alphabetical order. Can you help me on this as I am in a debate with  my instructor and can't find any definitive answers.
