I would get a second opinion.  We recently migrated several million
documents from one ECM platform to another.  As part of the migration
the annotations from the original system were recreated in the new
system, including all security.  There were some technical issues
relating to how the annotation packages functioned but the end result
was a successful migration of the images and associated annotations.

Not sure why you could not do the same.

Subject: Conversion of Annotations to ECM

How do y'all feel about annotations becoming a permanent part of a
record?  We will be converting millions of images to an ECM system.  In
order for us to retain the associated annotations, we must export them
and they would become a permanent part of the image in the ECM
repository.  In other words, we would not be able to print the images
without the annotations.  Do I need to be concerned about the integrity
of the images if we did this?  These annotations consist of sticky
notes, graphics like arrows depicting parts of a form filled out
incorrectly, etc.

Your take on this would be greatly appreciated.
