This employment opportunity is open to all candidates. No prior Federal service is required. Status candidates will be considered under the Agency's Merit Promotion procedures, unless they also request consideration under the Office of Personnel Management's (OPM) Competitive Procedures and submit two applications. 

DUTIES: 

The incumbent maintains an agency-wide records management program for a major multi-functional organization or program. Works to improve records management program areas (including electronic records), such as decentralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data, and document searches. 

Develops tools promoting effective coordination of the records management program. Analyzes problems and issues concerning development of records management systems, including electronic record systems. 

Plans, executes, and reports on original or on-going analyses, or evaluations with varied, complex features that require a fresh approach to resolve problems, such as evaluating changes that could result from proposed legislation or regulatory guidelines, or from variations in demand for program services. Performs evaluation assignments of projects and studies that require analysis of interrelated issues, such as effectiveness, efficiency, and productivity, of substantive, mission-oriented programs. 

Performs a variety of duties related to information technology projects involving program-related issues that contain complicating elements. 

INTERAGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP): Federal Career and Career-Conditional Displaced employees in the local commuting area who are rated "well qualified" will receive special selection priority. SELECTIVE PLACEMENT FACTOR: 

1. Specific knowledge of Federal records management program functions, policies, and processes for the scheduling, retention, and disposition of official government records with particular attention to standards and procedures governing the records management lifecycle. 

KNOWLEDGE, SKILLS, & ABILITIES (KSAs): 

2. Knowledge of research and analysis to perform management -related studies. 

3. Ability to plan, organize and coordinate agency-wide records management program activities. 

4. Ability to plan and execute work. 

5. Knowledge of the principles, methods and techniques of IT project planning, management, monitoring, and evaluation. 

6. Knowledge of elecctronic document management systems and electronic records management/electronic recordkeeping systems applications and standards. 

7. Ability to communicate effectively both orally and in writing as well as interface effectively on an interpersonal basis with high level officials and resolve records management policy issues. 

BASIS OF RATING: Applicants meeting basic eligibility requirements will be rated and ranked on the knowledge, skills and abilities, and other characteristics (KSA's) required to perform the duties of the position. Please review KSA's carefully. Include in the write-ups such things as experience in and out of Federal service that gave you the specific knowledge, skill or ability; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc.). 

CONDITIONS OF EMPLOYMENT AT FEMA 
EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. 

REGISTRATION FOR SELECTIVE SERVICE: The Defense Authorization Act of 1986 requires that all male applicants born after 12-31-59, who are required to register under the Military Selective Service Act, be registered or they are not eligible for appointment within this Agency. 

CITIZENSHIP: Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs. Agencies are permitted to hire non-citizens only in very limited circumstances where there are no qualified citizens available for the position. 

DRUG TESTING: Applicants for this position may be required to submit to a urinalysis for illegal drug use prior to appointment. 

DIRECT DEPOSIT: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for salary payment is a condition of employment at FEMA. Selectee will be required to participate in DD/EFT. 

SECURITY CLEARANCE REQUIREMENTS 
PUBLIC TRUST: This is a Public Trust position that requires a background investigation. Appointment to the position is subject to the applicant or appointee successfully completing essential security investigation forms, the applicant or appointee cooperating with the investigator, the completion of the investigation, and the favorable adjudication of the investigation. Failure to satisfactorily complete any aspect of this process is grounds for immediate termination. Applicants for this position may be required to submit to a urinalysis for illegal drug use prior to appointment.

If claiming 5 point veterans' preference, a DD-214 reflecting character of discharge must be submitted. If claiming 10 point veterans' preference, both a DD-214 and SF-15 must be submitted along with the required documentation listed on the SF-15.
