I would agree with Larry on the question of ratios...as we see on a
daily basis, technology can enhance or challenge the value of human
bodies doing the work...

You might think of an approach that includes risk avoidance.  What
happens if a file cannot be retrieved on a timely basis because of staff
reductions? 

Another approach might be to demonstrate how records management has
aided in making the firm more competitive...hence a loss in RM capacity
equals a dulling of the competitive edge and business might therefore go
elsewhere...

Just some thoughts.

I'd avoid the Ratios as a reason to justify staffing needs.

Do an analysis on past, present and projected workloads and relate that
to staffing levels.  If you can identify any specific projects that will
be in addition to ongoing work, then you may be able to utilize that to
justify temporary additions to staffing, but if it doesn't result in
regular recurring work, it would be more difficult to justify a need for
an increase in overall staffing.

If the decision is being mad eto conside rreducing staffing, you might
ask "Why, is the firm planning on having a reduction in case load, or is
work being done too fast to suit your needs?"  Well... you might wan tto
find a better way to phrase that.... =)
