of paper that are handed to them.  And in those annotations can have
legal or historical significance and thus add value to the record.> 

And the legal significance is not always beneficial to the "noter."  We
have some folks that tend to "doodle" on agendas, etc. during hearings
and meetings.  Unfortunately, their "doodles" sometimes take the form of
criticism or rude remarks or what they think is humor.  Having these
documents kept by the "doodler" adds to the stress when a FOIA request
comes in.
