Well, the first thing you do is get a policy approved at the very highest
levels that says the City reserves the right, after eg 5 years, to
properly dispose of (eg donate to charity if not wanted by original donor)
any gifts that are not required for business or archival purposes. That
sets you up for the future.
Then I'd do a public notice of some sort indicating that a number of gifts
will be so disposed of, and inviting previous donors to reclaim anything
they want. Anything unclaimed goes to charity. That clears up the legacy
stuff. You may have to wait five years but at least it's controlled.
And if the City doesn't want to accession future gifts, at least tag them
with the date received so you know when the 5 years are up.
