C'mon. Has ARMA ever invited NHPRC to participate in its programming?
If so, did they refuse?  (I rather doubt it.)

I must confess (mea culpa) -- that in the three years I served on an
ARMA Midyear Program Committee, we never extended an invitation to NHPRC
to participate in a session.  However, as a former Local Government ISG
leader I can state that NHPRC had representatives attending sessions.  

Records in local government that require permanent retention (i.e.,
archival records) are not created and managed on some kind of
archival-white-glove track that runs parallel to a sloppier track for
those records that require less-than-permanent retention.  Steve was
absolutely correct when he said: a "good RIM program with the right
schedules, technology etc..." would lead to the archiving "...of the
historical records (as) just another migration or storage move." 

Ah, if only all our local governments had the knowledge, training,
resources, staffing, and money to make that concept a reality. Today.
(Now...if there were only some kind of "Best Practices Manual" out there
to give some direction to the thousands of local governments out there
who don't know where to begin getting the knowledge, training,
resources, staffing and money to do just that!)

For many of us, our "archives" consists of the shelving or storage area
used for our permanent records.  That's it.  There's no research staff.
There are no online finding aids.  There is no fancy public reading
room.  There is no "archives" in the academic or historical society
sense. 

There was nothing in the CoSA "Call for Consultants" announcement that
said "archivists only" apply or "records managers need not apply."  But
for those with an interest, some real-life understanding of what the
average "local government archives" is like, might help.

Hopefully RM professionals who clearly understand the challenges we
local government officials face, when trying to manage and care for
permanent records within our current political & economic environment,
do respond to this Call for Consultants.  The project would benefit from
that expertise, I'm sure.

Despite protestations over the years to the contrary, NHPRC is little 
interested in 100% of the records but only the 3% that are of 
archival quality. NHPRC attends national conferences of SAA and 
discusses projects with interested attendees--ever seen them at 
ARMA.  Nah!  So, what is it about "records mangers need not apply" 
that we're not understanding?
