There are also federal regulations the prohibit the disposal of paper
documents after filming or imaging without specific permission.
However, the regulations are very narrow in scope and deal with a small
segment of records (example: grant records for schools).  However, these
regulations or others by Archives or local agency records, have no
bearing on the requirement for originals from a legal standpoint.
