Another consideration is in the cost of supplies: 

Letter size folders may be SIGNIFICANTLY cheaper than legal size
folders. I once asked an office supply salesman why there was so much of
a cost difference and he said one reason was the considerably higher
volume of letter size supplies being manufactured and purchased.

As previously pointed out, letter size cabinets and shelves may also be
considerably cheaper and a better use of space.
