You can create PDF/A files with the Professional version of Acrobat 7.0.

Just a thought. I am beginning to believe that Acrobat 7.0 will open a
PDF/A if you have one. However, to the best of my knowledge, there are
no tools available as yet to create the PDF/A files.
If there is, I have been unable to find it.
