No, a standard PDF is not an image at all, except for whatever images were 
present in the source doc.
Depending on software and options, you can create an image-only PDF or 
image+text PDF. Those are usually created from scanned images, with the 
text created by Acrobat's (feeble) OCR.

(well, 'standard' outside of RM and legal...)
