Jennifer, the Nevada Administrative Code, Chapter 239 NAV 239.721 gives
direction on how Sealed Records are to be maintainted within local
government agencies.  The code does have instructions for microfilm
records, but not electronic records.   

Search the Nevada Law Library online and you can see the statute there.
