My issue isn't with "perm out" fees, they are with "closing fees" - not when individual boxes are destroyed or individually removed, but when you are looking to move all of your boxes to another vendor.  I find that "perm out" fees tend to be fairly reasonable and basically cover the cost to pull the carton and destroy it/remove it from the database.  However, when I am charged more for the exact same service in the situation of moving all of my cartons to another vendor, I have a problem with that.  It feels like punishment (and may be intended that way!).  I expect that the real intent, however, is to cover the period of lost revenue until the vendor who is losing the business can replace it with another customer.  That's a valid business concern, but it certainly should not be MY problem.
