Sealing court records can be accomplished in an electronic environment. The
equivalent is to provide a classification of highly restrictive access -
access only to those who might have the authority to "unseal" the records in
the future. A more complicated issue that I have encountered in some courts
systems is the term "unexpunging" a record. Certainly expunging a record
can be accomplished, but there are court jurisdictions that apparently
believe that a record can be "unexpunged" after having been electronically
destroyed.

I cannot see how these issues could be overcome with electronic imaging.
How would you "seal" the images?
