I have been following this thread with great interest. I am the Chapter President for Boise Valley and this issue has plagued us at the chapter level for years.
   
  I plan to discuss this with our members at our Chapter meeting tomorrow night. Granted the members attending meetings are probably the 16% that voted, but perhaps we can get some insight as to why people do participate. And conversely, why they don't.
   
  This has prompted me to think about why I participate - and also some of the barriers to participating. Of which there are some, as there are in any organization.  
   
  Some great ideas and discussion are taking place and I am looking forward to the continuing thread.
